Premise:

"The USS Solstice is orbiting a planet that wishes to join the Federation.  The problem is that there is a lot of smuggling of important cultural artefacts and slaves from the planet.  Our job is to find the smugglers, recover the artefacts, and save the population"

"The problem has become so bad that the Empress of the planet herself has requested our help.  Will STARFLEET approve a humanitarian mission to the planet, or will they delay, and possibly cause the problem to get worse?"
